Is DID Sarawak a Federal or State Government Agency?

DID Sarawak is a State Government Agency. However, we are answerable to both the State and Federal Government as we are allocated with both State and Federal Funds.

What is the main difference between the Functions of the "Sarawak River Board" and DID in regards to rivers?

The "Sarawak River Board" is responsible for the management of the Gazetted Rivers in the State, however DID is responsible in all engineering aspects.

To whom do I complain about local drainage or flash flood problem?

Both DID and the appropriate local authority are responsible for drainage. In general the local authority is responsible for the construction and maintenance of the local drainage system which is mainly of secondary drains. DID Sarawk is responsible for the main trunk drains and the rivers which may flow within and outside the local authority areas.

Floodings caused by choked drains and culverts fall under the responsibility of the local authority. Floodings caused by overspilling of rivers due to inadequate capacity is normally the responsibility of DID.

Is DID responsible for pipe water problem?

DID is not responsible for your domestic or industrial water supply, DID is only responsible for irrigation water supply for the farmers. Please contact the relevant authorities such as Kuching Water Board (Kuching City), Sibu Water Board (Sibu Town), LAKU (Miri, Bintulu and Limbang) or the Public Works Department (for rural and other areas) who will bill you for your water supply.

These information are published annually by our Hydrology and Water Resource Division which is located on the 9th Floor, Wisma Saberkas, Kuching. On-line information on rainfall and major river levels in the State are available at http://ihydro.did.sarawak.gov.my/

To whom can I complain on rubbish clogging the drains?

Please refer complaints of this nature to the appropriate Local Authority.

To whom can I refer regarding river pollution problems?

DID in general appreciates information on the causes as well as sources of river pollution. However, DID is not the enforcement authority on pollution control. Please refer the problems to the Department of Environment (DOE) or the Natural Resources and Environment Board (NREB).

What is a "Flash Flood" & when does it become a "Flood"?

According to Charles A. Doswell, a flash flood can be defined as an event where the rising water occurs during or a matter of a few hours after the associated rainfall. If the damaging water level increases occur more than a few hours after the rainfall, the event is considered to be a flood and not a flash flood.

What is MSMA?

MSMA is a comprehensive manual issued by Department of Irrigation and Drainage (DID) Malaysia in 2000. It is a how-to-do-it guide on how Urban Drainage should be practiced in Malaysia. MSMA stands for “Manual Saliran Mesra Alam” (Manual for Environmentally friendly drainage).
